I think you're exaggerating BYS. You couldn't hear English being spoken ANYWHERE in J.C. Penny's? You're talking about Penny's in the mall right? Come on.

While I was in that store at the mall, I did not hear English.

Were you listening for it, or were you already surprised enough by that one woman who couldn't speak it, that you weren't paying attention?

It was not even the same day. And yes I was paying attention, because I was furious about it. I even told my husband how disgusted I was when I got out of the store. I'm sick to death of people who can't speak English, and more so with the businesses that hire them to wait on customers. How can they help me if I can't understand them and they can't understand me? It's insane! If people want to live and work here, then they should learn English. I should not be required to learn Spanish. I'm also sick of having to read thru all the spanish on the labels of all the products I buy and sift thru the ones that don't even have English on them. Wal Mart carries many product that are entirely in spanish.
And another thing. It's almost impossible anymore to find a job if you don't speak spanish. That should be considered discrimination.

So, if a job requires you to have a bachelor's degree for their field, is that discrimination? Come on. An employer sets their requirements on skills that will be needed. Being multi-lingual is a skill and a benefit.
Also, what if the person who was helping you is in the process of learning English? I'm sorry you're sick to death of people who can't speak English. You seem like the kind of person who gets frustrated at anything that isn't exactly tuned to your chosen lifestyle.

Anyone that thinks not learning Spanish is necessary is entitled to their beliefs. I learned some Spanish for my Profession. It should be a requirement for basic education. As far as really learning any language the more you know the better. It should be a personal choice.
I do not agree with the resources our country expends accomodating any non-english speaking individual. Make Rosetta Stone available in public libraries and let them learn english. In the same chord anyone would have access to learning any needed/wanted language.
If we study the lives of great men and women carefully and unemotionally we find that, invariably, greatness was developed, tested and revealed through the darker periods of their lives. One of the largest tributaries of the RIVER OF GREATNESS is always the STREAM OF ADVERSITY.
